New Zealand has unveiled a comprehensive set of regulations for its newly regulated online casino market, with the rules scheduled to take effect on 3 July 2026, just as the country prepares to begin its long-awaited licensing process.
The regulations, published by the government through an Order in Council following recommendations from the Minister of Internal Affairs, establish the operational standards that licensed online casino operators will be required to meet. They also introduce advertising controls, player protection measures, and a new levy on online gambling profits.
The framework follows the passage of the Online Casino Gambling Act 2026, which created a regulated online gambling market for the first time in New Zealand. The Department of Internal Affairs will oversee the new system and manage the licensing process.
Licensing is expected to begin this month through a competitive three-stage process that will ultimately award up to 15 online casino licences. Interested operators will first submit expressions of interest before progressing through further assessment and application stages.
The new regulations are designed to strengthen consumer safeguards and ensure operators meet strict standards before entering the market. The government has made player protection a central focus of the framework, while also establishing clearer rules around marketing and advertising activities.
New Zealand has been moving toward regulation of online casino gambling since 2025, aiming to bring a largely offshore-driven sector under domestic oversight. From December 2026, only licensed operators will be permitted to legally offer online casino gambling to New Zealand players, marking a major shift for the market.
