The United Arab Emirates’ General Commercial Gaming Regulatory Authority (GCGRA) has named veteran casino executive Ciarán Carruthers as its new Chief Executive Officer, marking a significant leadership change as the country continues to build its regulated gaming sector.
Carruthers officially takes over the role with immediate effect, becoming only the second permanent CEO in the regulator’s history. He succeeds Kevin Mullally, who stepped down in November 2025 for family reasons. Since then, GCGRA Chairman Jim Murren has been serving as interim chief executive.
The appointment comes during a period of rapid expansion for the UAE’s gaming market. Under the GCGRA’s oversight, the country launched the UAE Lottery in late 2024 and granted the first commercial gaming licence to Wynn Resorts for its integrated resort project in Ras Al Khaimah. The regulator has also approved the country’s first licensed online gaming and sports wagering operator, Play971, as it continues to shape a tightly controlled regulatory framework.
Carruthers brings nearly four decades of experience in the global gaming and hospitality industries. Most recently, he served as CEO of Crown Resorts in Australia, where he oversaw major reforms focused on anti-money laundering compliance and responsible gambling measures. Before that, he held senior leadership roles with several major Asian gaming operators, including Crown Resorts, Wynn Macau, Sands China and Galaxy Entertainment.
In his new position, Carruthers will be responsible for guiding the next phase of the UAE’s regulated gaming market and strengthening its reputation as a jurisdiction focused on modern regulation and responsible gaming standards. The GCGRA said it aims to create a world-class regulatory environment as the country gradually expands commercial gaming opportunities.
Chairman Jim Murren welcomed the appointment, highlighting Carruthers’ experience working with governments, regulators and industry stakeholders across multiple jurisdictions. The regulator believes his leadership will help support the continued development of the UAE’s emerging gaming industry as it attracts international operators and suppliers.
