The newly formed Balkan Gaming Federation (BGF) has placed the battle against illegal gambling at the centre of its regional strategy, as industry leaders warn that black-market operators continue to undermine regulated markets across Southeast Europe.
Created earlier this year through cooperation between gambling associations from Serbia, Bulgaria, Croatia, Romania, Montenegro, Bosnia and Herzegovina, and North Macedonia, the BGF says coordinated action is now essential to protect licensed operators and consumers alike.
Industry representatives believe unregulated gambling platforms have expanded rapidly in recent years, taking advantage of inconsistent rules between neighbouring countries and gaps in enforcement. The federation argues that illegal operators not only avoid taxes and licensing obligations, but also expose players to higher risks linked to fraud, data misuse, and irresponsible gambling practices.
The organisation plans to push for stronger cooperation between regulators, governments, technology providers, and licensed operators throughout the Balkans. Members also want to improve information sharing on suspicious activity, advertising violations, payment channels, and cross-border illegal operations.
According to the federation, many black-market platforms continue targeting players through aggressive online advertising and offshore websites, despite tighter regulations in several Balkan jurisdictions. The BGF believes a united regional approach will be more effective than isolated national efforts.
Alongside enforcement priorities, the federation intends to promote responsible gaming standards, encourage fair competition, and support more balanced tax policies for licensed businesses. Officials involved in the initiative say excessive regulatory pressure or high taxation can unintentionally drive players toward illegal alternatives.
The BGF also aims to strengthen the Balkans’ profile within the wider European gaming sector by encouraging joint industry projects, regional events, and international partnerships. Leaders behind the initiative argue the region has become an increasingly important market for gaming technology, online operations, and investment.
As the federation begins operations, combating illegal gambling is expected to remain one of its primary objectives, with members warning that the black market remains one of the biggest long-term threats to sustainable growth in the regulated gaming industry.
