The Dutch gambling regulator, the Kansspelautoriteit, has imposed an €886,000 fine on online gambling operator 711 B.V. after finding serious shortcomings in the company’s duty-of-care obligations toward players.
The sanction follows an extensive investigation covering the period from February 2022 to June 2024. Regulators examined ten customer accounts that displayed signs of potentially harmful gambling behaviour, including substantial losses, frequent betting activity and regular late-night play. The KSA reported violations in every file reviewed.
According to the regulator, 711 failed to adequately analyse player behaviour and did not take appropriate action when warning signs emerged. As a result, some customers were allowed to continue gambling at harmful levels, leading to significant financial losses. The KSA said the operator’s intervention measures were either insufficient or implemented too late to effectively protect vulnerable players.
The investigation highlighted several troubling examples. In one case, a customer reportedly lost nearly €78,000 in a single day. Across all ten accounts reviewed, combined net deposits reached approximately €889,000. Regulators also found that 711 failed to consistently follow its own responsible gambling policies, including risk assessments that were supposed to be triggered when players exceeded certain loss thresholds.
KSA chairman Michel Groothuizen said the penalty reflects the regulator’s broader efforts to ensure operators meet their responsibilities toward player welfare. He noted that not all gambling companies implemented duty-of-care measures effectively following the opening of the Dutch regulated online gambling market, prompting additional investigations and enforcement actions.
The fine is part of a wider regulatory crackdown in the Netherlands. Earlier this year, the KSA issued major enforcement actions against several gambling-related businesses, including a record penalty against Novatech and action against prediction market platform Polymarket for operating without the required licence.
Alongside the 711 case, the regulator also issued a warning to TOTO Online over advertising practices that allegedly breached Dutch restrictions on the use of role models in gambling promotions.
