Finland’s transition from a state-run gambling monopoly to a competitive licensed online gaming market has attracted significant attention from the global industry, with around 50 operators submitting licence applications as the country prepares for its regulatory overhaul. The strong response highlights the appeal of one of Europe’s last major gambling markets to open to private competition.
The application process opened earlier this year following the approval of Finland’s new gambling framework, which will gradually replace the long-standing monopoly held by Veikkaus. Under the new system, private companies will be able to offer online casino games, sports betting, virtual betting, online bingo and online slots through a licensing regime overseen by Finnish authorities.
Industry observers had expected strong demand, but the volume of applications has exceeded many early forecasts. Earlier reports in April indicated that more than 20 operators had already entered the process shortly after applications opened. The latest figures suggest interest has continued to accelerate as companies position themselves for entry into the market ahead of its official launch.
The new regulated market is scheduled to go live on 1 July 2027. While online gambling products will become available to licensed private operators, Veikkaus will retain exclusive rights over lottery products, land-based slot machines and certain other gambling activities. The reform is designed to channel players toward regulated offerings while strengthening consumer protection and regulatory oversight.
Licences will generally be issued for periods of up to five years, and operators will be required to comply with a range of technical, responsible gambling and anti-money laundering standards. Finland has also introduced licence and supervision fees as part of the new framework, with regulators aiming to establish a sustainable and closely monitored market environment.
The high number of applications reflects growing confidence in the Finnish market’s commercial potential. With a well-established player base and one of the highest levels of online gambling participation in the Nordic region, Finland is expected to become one of the most closely watched regulated market launches in Europe over the next year.
