New York Lawmakers Launch Review of Fast-Growing Prop Betting Market

New York legislators are taking a closer look at proposition betting as concerns grow around player-focused wagers and the rapid expansion of sports betting markets across the state.

A newly introduced bill in the state Senate would establish a special task force to examine the impact of prop bets, particularly “under” wagers tied to individual athlete performance. The proposal, filed as Senate Bill S10153, is currently under review by the Senate’s gaming committee.

Unlike traditional sports bets based on match results, proposition bets focus on specific in-game outcomes. Under bets allow gamblers to wager that a player will finish below a projected statistic, such as points scored, rebounds, or assists.

Under the proposal, a four-member panel would be appointed by state officials to study how these betting markets operate and whether they create integrity risks for sports competitions. The group would also review how much revenue prop betting generates within New York’s legal wagering industry.

Lawmakers are also concerned about the growing pressure placed on athletes. Reports of online abuse and harassment directed at players have increased as more wagers are tied to individual performances, especially in college and professional sports.

The planned review would examine whether player-specific betting markets contribute to manipulation risks or encourage harmful behavior from bettors. Consumer protection and responsible gambling measures are also expected to be part of the investigation.

The task force would work with regulators, sportsbooks, sports organizations, and researchers while also gathering public feedback. Licensed betting operators and state agencies could be required to provide relevant data for the study.

A final report is expected before the end of 2026. Its findings could influence future policy decisions on proposition betting restrictions and oversight in New York’s sports wagering market.
