Ukrainian lawmakers have voiced strong opposition to a proposed overhaul of the country’s gambling regulation system, warning that the reforms could weaken oversight and create new risks for the sector.
Criticism has focused on draft bill No. 15111-d, which is being developed by the parliamentary Committee on Finance, Tax and Customs Policy led by politician Danylo Hetmantsev. The proposal is tied to broader reforms surrounding taxation of income generated through digital platforms.
Among the most vocal critics is Nina Yuzhanina, who publicly questioned the direction of the legislation and warned that shifting key gambling powers could create instability in the market. According to her comments, the reforms may transfer responsibilities away from established regulatory structures without offering sufficient safeguards.
Ukraine’s gambling sector has already undergone major changes in recent years. The country legalized gambling again in 2020 after more than a decade of prohibition and created the Ukrainian Commission for Regulation of Gambling and Lotteries to supervise licensing and compliance across online casinos, sportsbooks and gaming halls.
The latest debate comes as authorities continue efforts to tighten control over the industry while balancing tax revenues and consumer protection. Critics of the proposed changes argue that altering the current regulatory framework too quickly could damage transparency and investor confidence at a sensitive moment for Ukraine’s economy and legal gambling market.
