Ukraine’s gambling regulator PlayCity has launched a new state-run online monitoring platform designed to track all gambling transactions in real time as part of a wider crackdown on illegal gambling and tax evasion.
The system, known as DSOM, will collect live data from licensed operators across the country, including bets, payouts, deposits and other financial activity. Ukrainian officials say the platform is intended to improve market transparency, strengthen player protection measures and give authorities direct oversight of gambling operations.
According to PlayCity, the first 11 licensed gambling operators have already connected to the system during its testing phase. The regulator said the rollout marks the first time the Ukrainian government will receive real-time data from the gambling sector through a centralized digital platform.
The initiative is part of Ukraine’s broader reform of the gambling industry following the dissolution of the former gambling commission KRAIL. PlayCity was established in 2025 under the supervision of the Ministry of Digital Transformation and was tasked with tightening oversight of the market and reducing corruption risks.
Officials say the monitoring system will help authorities identify suspicious activity faster, combat illegal casinos and improve tax collection from licensed operators. The platform is also expected to support responsible gambling measures by allowing regulators to monitor player activity and financial flows more closely.
Ukraine’s Ministry of Digital Transformation has described the project as a key step toward creating a fully transparent and digitally controlled gambling market. Authorities have previously estimated that billions of hryvnias were lost annually due to the country’s shadow gambling sector before the reforms were introduced.
