France’s gambling regulator has imposed a €500,000 ($580,000) penalty on a major licensed online betting operator after concluding it failed to properly identify and support players showing signs of excessive or problem gambling.
The sanction, announced by the Autorité Nationale des Jeux (ANJ), follows an administrative investigation launched as part of the regulator’s wider compliance programme. Although the operator’s identity has not been made public, the ANJ said its sanctions committee confirmed multiple breaches of responsible gambling requirements and stressed that protecting vulnerable players remains one of the industry’s core legal obligations.
According to the regulator, licensed operators in France are required to actively monitor customer behaviour, detect signs of excessive or pathological gambling, and intervene with appropriate measures. These can include personalized warnings, gambling limit recommendations, temporary account restrictions or other responsible gambling tools.
The ANJ found that the operator failed to adequately meet these obligations, leading its independent sanctions committee to issue the €500,000 financial penalty after reviewing the case on 30 June.
The regulator described the decision as a clear reminder that operators must treat player protection as a fundamental compliance responsibility rather than a procedural requirement. It added that effective monitoring and support systems are essential for reducing gambling-related harm.
The latest enforcement action continues the ANJ’s increasingly strict oversight of France’s regulated gambling market. In recent years, the authority has stepped up investigations into responsible gambling controls, self-exclusion systems and other consumer protection measures.
Earlier this year, the ANJ fined SPS Betting, operator of Unibet in France, €800,000 after a software malfunction prevented thousands of customers using iOS devices from properly activating self-exclusion over an extended period. The regulator considered the incident particularly serious because it affected a key responsible gambling safeguard.
The ANJ has repeatedly stated that preventing excessive gambling is one of its highest regulatory priorities, alongside combating fraud, money laundering and underage gambling, and has indicated it will continue carrying out inspections and enforcement actions where operators fail to comply with French gambling laws.
