Malta’s iGaming Sector Shifts Toward B2B as Industry Value Reaches €1.42bn

Malta’s gaming industry continued to strengthen its position as a global iGaming hub in 2025, with business-to-business (B2B) operations becoming the dominant force in the country’s regulated market.

According to figures from the Malta Gaming Authority (MGA), B2B licences surpassed business-to-consumer (B2C) approvals for the first time, reflecting the country’s increasing role as a base for technology providers, software developers and other gaming suppliers. By the end of 2025, Malta counted 171 B2B licences compared with 131 B2C licences.

The change highlights a broader transformation in Malta’s gaming ecosystem, with the jurisdiction moving beyond its traditional operator-focused model. The MGA said the trend reflects rising demand for strong regulatory standards among companies providing critical services to operators worldwide.

The sector also remained a major contributor to Malta’s economy. Gaming generated €1.42bn in Gross Value Added (GVA) during 2025, a 3.5% increase from the previous year, representing around 6.3% of national GDP. When indirect economic effects are included, the industry’s total contribution is estimated at 8.2%.

Employment continued to expand, with the MGA estimating that the gaming sector now supports approximately 19,150 jobs. Licensed companies directly employ more than 15,000 people across Malta.

The growth came despite a decline in the overall number of active licences, which fell from 326 in 2023 to 311 in 2025. The regulator attributed the reduction to consolidation within the market and stricter expectations for operators and suppliers rather than a slowdown in activity.

The MGA has continued to focus on strengthening governance, compliance standards and international cooperation as competition between regulated jurisdictions increases. The authority said Malta’s ability to combine regulatory oversight with a mature iGaming infrastructure remains central to attracting global businesses.

The latest results underline Malta’s transition into a technology-driven gaming centre, with B2B suppliers expected to play an even greater role in the industry’s future development.
